You can snag it here. If you want to install it on Vista, you'll have to wait while MS lawyers wrangle with the Vista EULA.
I'm personally lovin' me some Powershell (even though the name is so bleh). Keyvan recently posted about a great tool for help wading through the plethora of commands available in PS...it's already been invaluable for me.
